In 2021, the European Parliament had initially proposed the creation of a strong, independent ethics body equipped with its own investigative and enforcement powers (Silvia Kotanidis and Titouan Faucheux, EPRS Briefing, pp. 4-5). Furthermore, virtually all EU institutions have traditionally entrusted the respect of these rules to themselves through internal self-assessment mechanisms rather than independent external oversight (Alberto Alemanno, Chapter 13, p. 278). Furthermore, the European Convention on Human Rights and European Social Charter, as well as the source of law for the Charter of Fundamental Rights are created by the Council of Europe. The Court of Justice has long recognised fundamental rights and has, on occasion, invalidated EU legislation based on its failure to adhere to those fundamental rights. In 2009, the Lisbon Treaty gave legal effect to the Charter of Fundamental Rights of the European Union. After the economic crisis caused by the COVID-19 pandemic, the EU leaders agreed for the first time to create common debt to finance the European Recovery Program called Next Generation EU (NGEU). In 2002, euro banknotes and coins replaced national currencies in 12 of the member states.<\/p>\n

Renewable energy contributed 18.1 per cent of the EU’s total energy supply in 2019, and 11.1 per cent of the final energy consumption.<\/p>\n

  The CFSP requires unanimity among the member states on the appropriate policy to follow on any particular issue. Steps for more wide-ranging co-ordination in foreign relations began in 1970 with the establishment of European Political Cooperation which created an informal consultation process between member states with the aim of forming common foreign policies. Regulations, directives, and decisions are of equal legal value and apply without any formal hierarchy. They are legal acts which only apply to specified individuals, companies or a particular member state.<\/p>\n

  The European Union imposed heavy sanctions on Russia and agreed on a pooled military aid package to Ukraine for lethal weapons funded via the European Peace Facility off-budget instrument. The early 2020s saw Denmark abolishing one of its three opt-outs and Croatia adopting the euro. In 2012, the EU received the Nobel Peace Prize for having “contributed to the advancement of peace and reconciliation, democracy, and human rights in Europe”.<\/p>\n

  The interpretation and the application of EU law and the treaties are ensured by the Court of Justice of the European Union. Different legislative procedures are used within the same category of competence, and even with the same policy area. That a particular policy area falls into a certain category of competence is not necessarily indicative of what legislative procedure is used for enacting legislation within that policy area. In certain fields, members have awarded exclusive competence and exclusive mandate to the union. The relationships of the European microstates Andorra, Monaco, San Marino, and Vatican City include the use of the euro and other areas of co-operation.<\/p>\n

  Although, only courts of final appeal are bound to refer a question of EU law when one is addressed. However, it is ultimately for the national court to apply the resulting interpretation (the preliminary ruling) to the facts of any given case. Its case-law provides that EU law has supremacy over any national law that is inconsistent with EU law.
